- Classify intent (trading / assets / legal / hub)
- If dept agent live → route or @-handoff
- If not live → hub answers at summary level and states the gap
Isolation
Department namespaces cannot reach each other by default (network policy). Hub may reach platform services; spokes stay scoped.
